How NMB’s Export License Management controls can help streamline your international shipping process


Simplifying the challenges of international parcel and LTL shipping remains a key priority in NMB’s development strategy. Yet, with so much talk lingering around steep tariffs and strict U.S. Customs and Border Protection (CBP)-mandated regulations, it’s no wonder more U.S.-based shippers are looking for parcel shipping solutions designed to help them navigate the treacherous, fine-filled logistics landscape. As a result, NMB is taking greater strides towards simplifying export license management within Gateway for Parcel.


For U.S.-based businesses, navigating the complexities of export regulations—including varying license requirements based on destination, product type, and end user—can be time-consuming and high-risk. Yet, while Dynamics 365's Advanced Export Management feature offers foundational support for managing export licenses and compliance, there are several clear-cut limitations—particularly when it comes to managing Sales orders tied to export licenses.



Limited Licenses


  1. Limited Out-of-the-Box Automation: Standard D365 does not automatically block or hold Sales orders based on export license violations, nor does it keep an automated transaction list for tracking export item quantity and value thresholds (unless the advanced export control features are fully-configured). This means manual oversight is often required to ensure compliance.


  2. Jurisdiction-Specific Setup Required: Export control rules must be manually configured for each jurisdiction (e.g., US EAR, ITAR, EU Dual Use), and these configurations do not come preloaded—another complex and time-consuming setup.


  3. No Native License Expiry Tracking: Standard functionality does not include automated tracking or alert settings for license expiration or usage limits, which can lead to compliance risks if not monitored externally. 


  4. No Standard Reporting or Audit Trail: There is limited built-in reporting or audit trail functionality for export license usage, making it harder to demonstrate compliance during audits without custom development.


    To address these gaps and provide U.S.-based shippers with greater control and automation, NMB is enhancing its Gateway for Parcel solution with built-in export license management capabilities—providing a critical advantage by helping ensure shipments meet U.S.-government mandated trade regulations before they leave the warehouse.


The Benefits

Regulatory compliance: Automatically validates whether an export license is required based on the item record, customer account, and address (including intermediate consignees and ultimate end customers).
A U.S.-based electronics manufacturer shipping to China can ensure that dual-use items (e.g., semiconductors) are not shipped without the appropriate Bureau of Industry and Security (BIS) license, avoiding violations of U.S. export control laws.


Shipment holds and alerts: Automatically prevents unauthorized shipments by placing holds on parcels that lack effective export licenses, or exceed item quantity or value thresholds, reducing the risk of fines or shipment seizures.


Audit readiness: Maintains a digital trail of license usage, expiry dates, and shipment history on one consolidated page, making it easier to track and respond to audits or investigations.


How?

New Export licenses pages have been added within the Gateway for Parcel module, enabling users to create and manage export license records (including internal temporary/draft licenses)—allowing shippers to enter critical item reference information, including effective dates, ACN numbers, and SNAP-R Reference codes. Users can also differentiate between intermediate consignee and end customer information, a core requirement from the CBP.


These new pages seamlessly integrate within D365 Sales order workflows, which means active export licenses can quickly be applied to Sales order items based on the item, customer, or address record before completing the packing and shipping process.


To help consolidate critical export license data, several new tables and forms have been developed to support Export License master data with assigned customer, items, and order details. The revamped module keeps transaction lists for each shipped and voided export license line transaction, keeping a running total for shipped/remaining quantities and amount information. These new modifications are designed to help control the quantities that have already shipped for a specific authorization while determining how many are still available to be shipped.





In line with our commitment to delivering scalable and configurable solutions, an entirely new Export License tab is now accessible via the Parcel Parameters page. This tab includes settings that define how and when on-hand inventory updates influence export license quantity thresholds—enabling shippers to set parameters for blocking shipments that exceed pre-determined license amount and/or value thresholds.
